In the military dimension, the American withdrawal to the Western hemisphere as part of an offshore balancing approach would mean a reduction in the U.S. nuclear arsenal, while developing a missile defence shield to protect the continental United States and the development of hypersonic weapons and space capability. The Americans would severely reduce the size and combat strength of their ground forces and would rely on naval and air forces capable of striking out of range of the enemy’s defense systems (stand off), including relying on extensive reconnaissance, intelligence and space capabilities. Cooperation within the Five Eyes Alliance would be deepened.
